Is there a universally agreed upon tier list for PoFV?
Does anyone even play PoFV?

Youmu is good, but I'm not sure if I would consider her the best. Her slow charge speed really hurts her in some matches.
Marisa can gain gauge more easily because of her passive, and Eiki's extra can create a ton of bullets, so I thought top tier made sense.

Marisa, Reimu, Shiki, and Komachi are the best characters.
Beneath them a bit is Youmu.
Beneath that is Lyrica, and maybe Medicine.
After that they are all flawed so it doesn't really matter which order you put them in.
This is assuming you have low lag with few spikes.

Almost all of Aya's attacks are easily streamed, and she's 2fast for Netplay.
Tewi just has really wimpy spells compared to everyone else, sadly. She has some things that compensate for that, but not enough.
