They only do these drills maybe once a year (if it's not raining on the scheduled day) and then again if there is an actual disaster, so they only have to wipe off their inside shoes on one day as opposed to having to wipe off their outside shoes every day if they went with your system. That takes time and resources. Not to mention the fact that their indoor shoes do not have grooves in the bottom like outdoor shoes do, making them easy to clean. You'd never be able to get regular sneakers clean enough and you'd end up tracking dirt and such all over the place. And considering the students clean the schools themselves, that's one more thing for them to deal with.

Those shoes are horrible for an actual disaster. They'd get glass and stuff driven right through and into their feet. If they wore flip flops like the teacher, they'd lose them and be out in their socks. The schools should care more about the safety of their students than doing pointless rituals that are undermined by something as basic as a saftey drill.

Depends on the school. Some schools require a certain swimsuit while others just require that they are bought from a certain maker or meet certain guidelines. Also if a student transfers from another school in the middle of the year, he/she often keeps the uniforms from the previous school as they are fairly expensive.
