I dn't think you can buy authentic ties used in actual schools, unless you go superpervy and contact people who have worn their uniforms, but has graduated, and are willing to sell their ties.

Students take their uniform(winter clothes) to the cleaner and give it a dry cleaning when the school is closed.

I don't know how many times a uniform can be washed, but it is made with strong cloth so that it is worn basically for three years.
