It's possible. The combustion chamber for the firearm would have to be sealed or designed in such a manner that the gunpowder can be ignited (since you need air for it to burn).

Of course, that could create several issues in the development stage, so they're better off designing firearms that use a different propellant, preferably one that can ignite or fire the projectile (bullets) in vacuum.
