I realized something just now as I'm listening to the first stage music of Rondo of Blood. As we all know, the Scarlets are sort of lower level vampires. Thus, a power level chart would be as follows:

Belmont clan > Count Dracula > Flandre/Remilia Scarlet

However, in Gensokyo the Scarlet vampires are among the most powerful supernatural beings/youkai. This means that the Belmonts are at least as powerful as Reimu.

And power level discussions are pointless. The only ones who die are humans in Gensokyo. I'm pretty sure Dracula wouldn't have the power to kill either of them, though, even if their danmaku has the stopping power of wet newspaper.

Remilia and Flandre seem to be rather powerful vampires, actually. Maybe not on the same tier as Dracula and Alucard, but at most two steps below.

Of course the Belmonts and Dracula are above them, though.
The Belmonts are prime among Undead Slayers and have a particular strength against Dracula.

All youkai can, hell I think it just needs the ability to be able to use your spiritual energy/magic so the only humans who couldn't do it would be the ones in the outside modern world.

Danmaku is just a duelling system they use in Gensokyo. I think it was also made clear magicians used to use it for duels too, it's just Gensokyo uses it as a rule rather then fighting now. Though it doesn't seem concrete, Akyu's comments on youkai extermination seem to suggest to me that not every fight is resolved through danmaku, such as how Chen might attack you normally and China being challenged to more conventional fights involving martial arts. The rules seem like they can be bent, but I imagine if one party asks for danmaku, it has to be accepted. That way the fighting games make sense, they just bent the rules allowing them to hit one another instead of the usual pew pew pew.
