There's 3 possibilities.
a) ZUN forgot and it will never be referenced again.
b) He has a reason planned to be revealed later on, like Reimu liking cute girls or something.
c) ZUN forgot about those 3 and instead there will be drama where Reimu will struggle to decide if she can kill her friend Kosuzu who all throughout FS has been shown to be the person that Reimu wants to protect the most.

The chances are very high that the rules only apply to humans from the human village. Byakuren, Alice and Ichirin are outsiders.

Also, a villager turning into an Youkai that ignore the spellcard rule = death. Actually, any Youkai that ignore the spellcard rules = death. Remember that one Tsukumogami that attacked villagers that Marisa killed in one of the early Forbidden Scrollery chapter.

That tsukumogami wasn't attacking shit, it was stealing melons because that's how it gathers power. Marisa killed it because there would be a huge commotion if a new youkai popped up in the middle of the village.

Flash forward to current chapter, Reimu is killing the fortune teller dude, because there would be a huge commotion if a youkai popped up in the middle of the village.

There's nothing surprising about this chapter, we were told before that if you want to turn into a demon, don't do it in the village, thank you very much. Reimu wouldn't care about Byakuren/Alice/Ichirin because they didn't create a huge mess in the midst of the human community.

That said, Kosuzu is probably not leaving this series as a human. She won't die though, at worst Reimu will seal her into her scroll and seal the scroll for good measure, and then that will be that.

He already popped up in the middle of the village, and, having achieved his goal, was leaving to never bother anyone again. Whatever reason Reimu had at that point had nothing to do with commotions in the village.

Commotion as in ''whooa dude you mean I can also sell my soul to the devil and become a nigh-immortal, powerful being and not get punished for it? Great!''. Villagers have punished traitors like that all the time, see: Byakuren, though they were more sadistic in that instead of simply killing her they sealed her for all eternity in solitary confinement in Makai ala Garlic Jr, they probably didn't think 5000 years later someone would figure out a way to break the seal.

It's not a youkai in this case but rather the sheer act of a human willfully turning into a youkai and getting no consequence for it. Yuuka is mentioned to do shopping in the human village without issues meaning it's not just sheer youkai that are feared. Oni are also welcome whenever setsubun happens.

There's a specific process for becoming a magician youkai, and even afterwards they still have a basically human body - they act like humans, can be injured or get sick like humans, etc.

Jinyou do not follow any agreed process, making them unnatural or somesuch. Or maybe they'd just risk blowing the lid off Yukari's endgoal of making youkai more like humans.
