Because Japan heavily subsidizes their rice farmers to produce enough for the nation but there really is no incentive to produce a surplus. Therefore, the rice industry in Japan produces enough for Japan but not enough for widespread export. Japanese style rices (short grain) are grown elsewhere, including California, and used as a close substitute for the real thing.

That statement is not a given as it would be in many countries. Japan produces very few things in quantities great enough to support its own demand. Lack of arable land makes it hard for Japan to produce enough rice, even for itself. Only heavy subsidies ensure Japanese farmers continue to grow rice rather than selling the land at a very high price.

i wouldnt be so sure, i watched a segment on the news here a few weeks back, and they showed a warehouse packed full of emergency aid relief rice.
they were 2okg packs stacked on top of each other at least 2 stories high.
they said that if needed, the rice in this warehouse would be enough to feed the world for an hour.
