I kind of like socks, but I don't care for feet at all.

Feet are wrinkly, knobbly, and smelly. They're not especially erogenous compared to anywhere else. There are fewer ways to emphasize the feet than many other characteristics, since it's hard to stand on feet and show the feet off, so foot-focused art tends to be repetitive: the same few poses of stepping on the viewer, laying down and presenting the feet, etc. It's also rather hard to have a foot that is definitely part of a character: you could change out Flan in these pictures for lots of other characters and the picture would make just as much sense.

Socks have lots of these problems as well, but they smooth out the knobbly bits of the feet into something more graceful. Sock-focused art is also limited in posture, so there's that. Their big advantage is that they also apply to legs, so almost anything that shows off legs can also show off socks.

Different tastes, the subtle ridges of the bottom of the foot are some of my favorite parts (besides toes). Also most Japanese artists don't even draw put that much detail on them anyway.

I dunno man, I like socks too, but more as an extension of my own foot fetish, mainly because the color compared to the character's skin is striking and the whole zettai ryouiki thing (I only care for thigh-highs, not normal socks). Fetishes are hard to explain.

Yes, it is sensitive, but tickling is a jerk-away reaction, which isn't what's needed (or, at least, not what I like to imagine). Compare to legs, belly, collarbone, ear, neck, etc. I can certainly see how some people might find it appealing, but like you said, different tastes.
