As for someone above the Watatsuki sisters, well if they were really under someone's orders, Toyohime wouldn't be eating peaches and the lunar rabbits would actually know how to fight. That is, unless the mentioned army is different from the defense corp. That's not totally clear. One thing for sure : the lunar defense corps that the Watatsukis are leading isn't a professional army. It's more of a reformatory for disobedients/delinquents rabbits.

I don't know where they're getting at with this anime, but I have a bad feeling about it.

They *used* to be under his orders. By the present day Yorihime has taken over his position, but this is a prequel.
