According to ZUN, younger and more mentally unstable=more powerful.

Lævateinn has a bit of a cloudy history but has links to Loki and massive destruction. Gungnir is the weapon of Odin, who is perhaps the oldest and most mentally stable god of all.

In short, Lævateinn by a landslide. Loki is younger in appearance and action than Odin, and their weapons should follow suit.

Remilia has a more useful power when you get down to it, I'd say Flandre's Lævateinn is stronger as far as Touhou is concerned because all of Flandre's powers revolve around destruction. Remilia isn't as strong as her sister, but she's much more influential in Gensokyo due to her stability (at least as stable as you'd expect a strong Youkai to be) and power to manipulate fate which places her on the same level as other loosely defined abused Touhou powers.

Why do people consider Flandre 'younger' than Remilia?
She's FIVE YEARS under her in a FIVE HUNDRED YEAR lifespan.
That is 1%.
I consider them equals.
And I consider them equal-opposites, as well.
My theory is that Flandre received Draculic Power, but Remilia received Draculic Skill. Thereby, Flandre received a destruction weapon, not made for fine tuning or 1-versus-1 combat. Remilia received the exact opposite, and thereby better for personal combat.

(And don't think that just because I say 'Draculic' I'm assuming they're actually second-generation vampires. Just that Dracula embodies all the skills of vampires. So F has the pinnacle of vampiric strength and R has skills (Manipulation of Fate, anyone?).)
