I can only beat Embodiment of Scarlet Devil on normal when it's at 150 fps.

When I play it at 60 fps, I fail at Sakuya.

Only thing I can think of is that I practiced so long and hard to beat it at 150 fps without ever realizing it was sped up that when I play at 60 fps I'm overreacting and ramming bullets...

It seems to be a pretty common problem with EoSD, though typically more in the '300 fps' range, where the game is entirely unplayable.

Doesn't quite work like that. Around, hm, 32fps I think it was, the brain ceases to be able to tell the difference between the individual frames, and it appears to be a single moving image instead. How fast we can react to moving things isn't determined by how many fps something's displayed at, as the brain only sees a single image anyway, but by how fast we can react once we see something on screen. So the problem with running a touhou game at 120fps isn't the fps in itself, but the fact that everything is moving twice as fast, giving you only half the time to react.

For comparison, reality runs at over 1.85*10^43 fps, and that doesn't stop us from reacting to things...
