Gensokyo's a big place. If you're trying to build a world and portray it as it is, you don't want to focus on any one group of characters, besides to be used as a narrative lens (e.g. Three Fairies, Rinnosuke, etc). Having minor characters that show up and then don't get much content afterward is just a natural consequence of this; you can't expect every new character to be given a great deal of fleshing out just because they have a name, or whatever. Meanwhile, we do have many many recurring characters.

Do you really think it would be better to just write a bunch of extra content for every new character for the sake of "balance", or even worse, not bring in new characters just because you want the focus to be on existing ones? That's completely counterproductive. Even just having small character cameos in a manga chapter somewhere is a subtle nod to their existence in the world, even if it isn't ever pertinent for them to have significant roles otherwise.

People who think Touhou is owned by the fans and that they write the actual canon of the series. Fanwork is the reason it got so popular but that does not change anything. Harry Potter also isn't written by fans just because there are millions of fanfics about it.

Because the side material is filled with world-changing shit that is treated as a one-off and never mentioned again. The ideas I think about aren't rape, but they're still non-consensual in nature and so that makes the various 2hus an interesting challenge of sorts, since personally I like to be as respectful as possible to the source material. So far the "plausible" thoughts I've bounced around have mostly centered around using science, magic, trickery, any weaknesses the specific 2hu may have, or a combination of the above to try and both ensnare and nullify what makes a that particular 2hu powerful, temporarily of course.

There's no need to play Touhou games in any specific order. It kind of weirds me out to think people start at Highly Responsive because they think they'll miss out on some epic unfolding storyline. There's always time to go back and see what you missed, and if someone gets into Touhou they'll want to see all the characters in action anyway. They want to feel the progression of the story that the author has set by the way he write them or the order he released them. As for me, I like to feel what the characters or the world has go through in the story by following the chronological order, if the author intended it that way, of course. If it's prequel then I like to think it as someone's reminiscence of an occurance, which is the story of the prequel.

This also applies to Touhou, even though the stories barely connected to each other, but those still has chronological order.
