They actually were planning to have stronger ties with Russia with the creation of a pipeline that would supply gaz to Japan, but Russia decided that it would be after China, so Abe and friends got pissed off.

Japan sanctions aren't as agressive than those from EU and USA though, so Vlad is just "deeply concerned".
