In certain areas they are putting them underneath the sidewalks. It's a slow process.

The accelerated rate at which Japan industrialized + all the winding, old street layouts = friggin Ashenvale Woods. At least it's not as bad as some Anime depicts it; Where you can hear a constant humming sound as you walk down the street. (Maybe they've upgraded everywhere to safer and/or quieter transformers, I dunno)

with all these narrow streets, there's no room to add an underground infrastructure for power and communications. these are mostly in older areas anyways.
