Youkai need not fear to sustain themselves, or rather some youkai don't need that shit.

the SA underground youkai are practically forgotten by everyone yet they are still strong as hell.

You can't argue that these youkai are suddenly discovered and gain strength either because the oni like Yuugi are always strong despite being locked up underground.

Another way to effectively kill a youkai (aside from engaging in deadly combat) is to deny its existence, if you think a youkai cannot possibly exist due to common sense or scientific reason, they will die, which is why yamabikou scums population is getting lowered. Miko for example, becomes a Gensokyo-ian because people stop believe him to be a saintly figure.
