In English that would imply that she isn't able to do it anymore, which is not what she is saying.
She's saying that she was able to do it, in the sense that she has gained the ability to do it. 'I can' means basically the same thing, even though the tense is different.
'I learned breaststroke' would be another way of doing it I guess.

My guess goes with the idea brought up early in the story that the girl either has no opinions of her own or is afraid to be herself. This is why she claims the bug eater is Tadashi at first and gradually reveals the bug eater is actually herself--she wants to talk about herself but is afraid to. When she finally does, her speech goes haywire because of rising anxiety and fear of judgment. By mimicking what everyone says, she hopes she can avoid these kind of confrontations (but clearly the author has taken this characteristic to a comic extreme). It then becomes a case of trying too hard to fit in.

This works, but most of it is just theory. If we go by the author's narrative universe, the thing works if you just suspend your disbelief and acknowledge the main girl as a "bad memory girl", that's just a comic trait that goes haywire, the last part is just her trying to make up a story from recent memories but it ends up being a mess.

It's still sad, and, for me, emotionally disturbing. I like manga like that.

There's an actual condition that is similar to what she displays here. I forgot what it was called because I heard about a long while ago, but I remember watching a short segment in a documentary style show about an old man who wrote on every wall in his room because who could barely remember things that happened just ten minutes ago.
Maybe its Alzheimer or dementia, but I'm not sure how common that's in high schoolers
