You can't get a Jap IP if your ISP isn't assigned this adress space. Of course, you can send IP packets with a spoofed IP from a japanese range, but you will never receive the reply packets because they are never going to be routed back to you since you spoofed the IP. Best you can get is either a VPN to a japanese network or a japanese proxy.
