Those dedicated decks apeared later, somewhere around XVI century, when galleons where introduced. Before that they simply hang their asses from the deck and shat in the ocean just like that.

The Russians are better in every single aspect of spaceflight barring a manned lunar landing, which is only a symbolic act and provides no data that could not be done more efficiently by an unmanned mission.
They have a more reliable space program, have killed less astronauts than the Americans and have more experience at building long-term habitats in space than the Americans.
If anything, they're more likely to succeed in lunar colonisation than the Americans are by a mile.
The first mission of their 26 year plan (Luna-25) launches in less than 2 years.

Not was the USSR the only nation to land on Venus, but their Venus landing was the first landing on another planet where data was transmitted successfully back to Earth (an achievement that I think is more impressive and important than landing a man on the moon).
