I think it's just because the tale of the bamboo cutter is in heian and she's based on Kaguya-hime from that, who accordingly is always depicted in heian clothes and so the touhou Kaguya is drawn similarly, despite how zun drew her character.

You nod silently.
"Luckily, Eirin arrived just before the sister destroyed me for good. She's the one who rebuilt me."

thanks for the help, here's what I came up with for Kaguya

Kaguya held an air of refinement about her and held herself with the grace and confidence that usually accompanied a rich daughter or someone of royalty. Her dress was a deep red silk that looked incredibly expensive. She was blessed with immaculate long, black hair. Her blouse was pink with a white bow tied around the collar. Both were richly embroidered with flowery designs. In her slender, pale hand was a wand that looked very much like a small branch. Each tip bore a different, glowing colour and she held in with authority as she waved it dismissively at Mokou like the merest acknowledgement was somehow beneath her station.

not necessarily. you don't want to bore the reader with a whole paragraph about a dress. if guya's entrance is a huge event I guess you could include a bit more. but I think something like this is a little better:
"anon and mokou looked up to see a girl floating around ten feet above them, gazing down at them coolly. She wore a pink blouse above a richly embroidered red skirt, each made of the finest silk money could buy. above the white ribbon at ther collar, her face was imperious, almost cruel. long hair as dark as midnight framed her face and ran down her back almost to her feet. she pointed the branch in her hand down at them and spoke. "It would seem my forest is infested with termites. all my servants are busy at the moment, so it would seem the duty of exterminating them falls to me. goodbye, little termites." *she attacks*

I got more description into the same amount of 'space' and it sounded a bit less like it was being read straight off of a dnd book boss description. sorry for any errors, posting from my phone.
