Suruga-ya's rakuten shop sucks horribly. I've heard of multi-month wait times for shipping stuff and sometimes just never getting back to you. The buyfag guide is right, use a proxy with them till they ship international again. I use j-subculture.com, they seem to have good rates.

I've ordered through their Rakuten shop about half a dozen times or so, and the wait has usually been one week before orders were shipped. I think once it was two weeks.
