We could debate about canon all day, even with the supplementary materials, there's not that much to go on.
We DO know that Flan is NOT batshit insane. She does not like to attend the parties that Remilia throws. Though she was forbidden from leaving the mansion for 500 years, she voluntarily spends most of her time in the basement. Why? We don't know.
It's entirely possible that she IS well versed in etiquette, but she just doesn't give two shits and would rather do her own thing.

I like to imagine that she spends a lot of time reading or just lazing around and thinking. She might play with her toys every now and then, but it's not something she does every day.
Come to think of it, since the mansion inhabitants tend to avoid her, and her meals are probably delivered by Sakuya, Flan probably can take baths by herself and dress herself pretty well. That's a leg up on her sister, I suppose.
If she had a computer with internet access, she'd probably never come out of her room, and spend most of the day browsing image boards out of her desire for social contact and her reluctance to actually engage in it in the real world.

The info given are enough. Some youkai canonically kills people while good chunk of them don't. In Gensokyo, That's what they do and it's their nature, there's no need to change them. You don't have to turn Yamame who clearly refused to use her power on human into serial killer, or Mystia who only as far blinds people and even now has getting close with society because of her band into man-eater. On the other hand, youkai like Rumia and Kisume are acceptable to be depicted that way because they're canonically man-killer.

Flan is never stated to be a insane psychopatic genocider or blood-thirsty monster and thus such depiction is considered fanfiction than anything.

Yes. Initially it was something like "lampreys are good for your vision, eat some to defeat night blindness, also ignore the wings I'm totally human okay" and it worked pretty well. Later on everyone got in on her act, but her food is pretty good, she does guarantee safe passage and in any case there ain't shit you can do about her making people blind (it's legitimate youkai behavior, doesn't really warrant extermination) so people go along with it anyway.

She's just a very long lived and powerful Youkai. Her own motives may be that she's mostly bored and acts like that because of it.
