Though for the most part .webm is honestly a lot better. .gifs are just a bunch of rasterized images compressed rather poorly (by todays standards anyways) which is partly why .gif takes so long to load. A webm is an actual video using more advanced tech for compression and playback designed to better take advantage of the modern CPU. So for the most part they really are better, except that most websites don't have embedded support for them like 4chan does, limiting their flexibility. Better compression, playback, and the support for audio (although disabled on 4chan) makes it a superior gif format that-isn't-a-all-a-gif. And assuming anyone uses a modern day browser, aka IE, FF, Chrome, Safari, or Opera, they all either have h.264 decode or can readily get it.

Yes, you can get "near-lossless", but webm doesn't have a true lossless mode, so it can't really compare. Some things just CANT be lossy, especially with things like pixel art which is usually upscaled, compression artifacts because obvious really fast.

the program for this (ffmpeg) is super nerdy but i've gleaned you can tell it -i file.mp4 file.webm and that's the basic video conversion syntax

how do i tell it what directory to take the file from and output the new file to?

is there a name for animated GIFs that use relative frame animation? like, they start with the background frame and then only have a couple pixels per frame (depending on what changed from the last frame).

just wondering if there's an easy way to convert them to uncompressed GIFs that include every frame, for the purpose of converting them correctly to WebMs.

You normally don't need to do that. If you are talking about webms made from gifs not rendering correctly in your video player (MPC-HC), then just add
-pix_fmt yuv420p
to your ffmpeg command line.
