Someone asked a French foreign exchange student in my class if she shaved. It was a pretty rude thing to ask and she was pissed, but yeah, they shave.

WWII France had been occupied by a ruthless country that raped its natural and artificial resources, used its citizens as slave labour, and reduced the living conditions of those it didn't ship to Germany as said slaves to the barest of medieval conditions. It went from a wealthy, prosperous country to an impoverished hellhole overnight.

Once it was liberated, and being occupied by friendly allied forces during the latter parts of, and after the end of, the war, those conditions of poverty, the national economy ruined, industrial capacity crippled, the French people had little more than they did during the war. This included manufactured soap, razors, and many other simple necessities. The black market thrived, because it could supply such things, often obtained from American servicemen for some quick francs to party with. And often paid for by francs from those same servicemen, obtained by providing any number of 'services'.

A great many nasty stereotypes originated in that environment, coming from those servicemen stationed in France and spread back home once they returned. Many of them endure to this day.

Of course, some French women don't particularly care about having hairy pits, because it's a dumb thing to worry about.
