Of the foreigners who go there to post through proxies:

30% are there to spam/troll/shitpost in English intentionally.
60% want to talk with them amiably but don't know Japanese and somehow think they'll have a meaningful conversation anyway.
9.9% can only converse in useless broken Japanese and aren't able to climb the language barrier any better than the natives.

Not guaranteed to work. 2chan uses a whitelist as opposed to a blacklist, so even with a private VPN service, unless you buy something really obscure, you're most likely not on the list of authorized ISPs operating only in Japan. Browsing works fine anyway, posting is what is blocked. It's xenophobia done by the country that does it best.
