Personally, I find the fighters to be fun. Also, it has a pretty cool setting, lots of cool characters, it's a fun way to learn jap folklore, and some of the fap material is amazing. Also, it's not Kancolle.

One could spend days analyzing what is the draw of Touhous, but a few of the things I can pick off the top of my head are:
1: Adorable monstergirls with a wide variety of personalities, abilities and what not.
2: Girl main characters without the focus being on dealing with relationshits like most other stories that have girl main characters doing stereotypical female shit (save for the fandom that draws that shit anyways...)
3: Feminine while they do "boy" stuff like regularly beating the crap out of each other.
4: "DBZ with girls" but having created a system so they don't regularly destroy the planet they live on like retards.
5: The main plots are more about girls doing whimsical things that inadvertently cause others problems rather than being "LOL I'M EVIL." (For example, Remilia causing a red mist to blanket Gensokyo just so she can go outside without having to use a parasol...WHIMSY.)

Feel free to add more to this list.

Honestly i'm not that into the games, but they are alright.

I really love the characters and the lore, and am really into the music. As a big fan of electronic dance music and Japanese music in general, it is pretty obvious why I love the doujin music scene surround Touhou.

I can see why people like the games, I am just not that into them, but I like everything else that comes from the franchise, I'm sure a lot of people feel the same way.

I don't even play the shooters, really. I just fuck around with the fighters every once in awhile. The true appeal is a fun setting with lots of cool characters who also happen to be cute anime girls. It's also a fun way to learn Jap folklore if you feel like reading about some of the characters' historical basis.
