Uh, because people aren't limited to one vote? If it was a popularity contest, then number of votes would equal number of fans, which it doesn't. The way the election works, Girl A could have 10,000 people that like her and 12,000 votes, and another Girl B could have 8,000 people that like her and 20,000 votes. Is Girl B more popular than Girl A? No. But Girl B has more votes and thus ranked higher.

Sasshi is arguably the most popular member of AKB bar Yuko. And this is simply because of her exposure in television compared to even girls like Mayuyu or Takamina. Sure, those people are recognised by the general public and can be seen as "someone from AKB" because they always represented AKB along with Acchan when she was there. But Sasshi's popularity is her being everywhere (long running golden time shows like Iitomo for example) and her having a distinct personality of being the hetare and lately scandal girl (which talentos and MCs always make fun of) to center of the elections. Not to mention, Koisuru Fortune Cookie is promoted nationwide that it's hard to avoid it. It's in their karaoke and people dance to it. I can attest to this because I spent my vacation in Japan recently, and as shocking as it sounds, people recognises her more as just Sashihara Rino rather than Sashihara Rino from AKB.

No one has reached that kind of status in AKB other than Acchan and Yuko. It's also funny that these three girls are in Ohta Pro.
