Where does it say she's a plant or capable of photosynthesis?

Nowhere.

She has an umbrella/parasol because that's what she had on PC-98. She didn't have anything to do with flowers on PC-98, there was a loose association with flowers in Kioh Gyoku only in that her theme was called "Lovely Mound of Cherry Blossoms ~ Flower of Japan". She didn't actually have any real association with flowers until being retconned/whatever for PoFV. Regardless, there's no dialogue in PoFV or information in any official books that says she's photosynthetic.

Which is, of course, ignoring the fact that plants can become dehydrated, and they can't walk to a new source of water.

On PC-98 her overall theme was sleep and dreams. She first appears after being woken up by the protagonist, her first theme is called Sleeping Terror, her second theme is called Faint Dream ~ Inanimate Dream. She lived in a mansion in the Lake of Blood on the border between reality and the dream world.

There are no countermeasures; it's impossible for ordinary humans to exterminate her. They can only be vigilant. Luckily, she isn't interested in boring battles, so as long as you don't attack, set up a trap, or set her field of flowers on fire, you should be fine.
