By being underage B&. For some reason, the human brain can't seem to learn languages effectively after a certain age. Aside from the obvious, I don't know what's the best way.

I learned better French in 1 yr at 8 [subsequently forgetting it] than in 4 yrs at 14.

OP, your question can't be answered accurately unless you tell us if you already know one or more foreign languages. And when I say know, I mean that you are able to hold a normal conversation with little to no difficulty in that language.
If the answer is yes, 2 years in a language school in Japan will have you fluent. People who know more than one language have a far easier time learning new ones. I speak from personal experience here.
If the answer is no, you may never be fluent even if you live there for years. My grandmother has lived in the United States for over 10 years and doesn't speak a word of English.
A foreign language can NOT be mastered through classes, and tapes are a complete waste of time and effort. People who attempt to self-teach themselves a foreign language are almost always doomed to failure.
