Shirou's character developmemt is a bit weird. He undergoes pretty dramatic changes in both other routes. You could say Shirou develops as you progress, that wouldn't be entirely wrong.

Fate Shirou is pretty bad. Sticks to his ideals like glue.
Unlimited blade works Shirou mans up and has some great moments. Realizes he can't save everyone but still tries.
Heaven's feel Shirou is basically Archer. He drops his ideals entirely and this route, despite being the worst girl, has by far the best scenes. A few of them being bad ends, so make sure you save at each choice and explore the options after you finish.

Shirou was terrible in the first route because he was fucking useless for most of it. He had these ideals but was just an annoying prick that tells Saber to get in the kitchen while he himself doesn't know what is going on and goes suicidal often.

If you hate his conviction, it doesn't get better. If you don't, it does; the last route may even anger you depending how you feel about the heroine and Shirou's whiteknighting there.

If you can't sympathize with Sakura, Heaven's Feel will become the most boring arc for you probably. One of the main points of HF is that unlike the other two heroines, Sakura is not independant and strong by herself until the last days where she uses Avenger's powers. Sakura got a raw deal. She's introduced by perfect wife material but in come action girls, Moe Female King Arthur and Tsundere School Idol, who are more relevant to the interests of many playing, I guess. The reader gets well acquainted with those two in Fate and UBW while Sakura is sort of a minor character in both, being saved for the major reveals in HF.

You get there and find that she's very problem-riddled, the protagonist is forced to choose between her and a major part of himself in a serious ethical dilemma, and she eventually snaps and becomes evil and releases all her negativity. And yeah, I was talking about those upset with Shirou choosing to save Sakura and coming out what they view as a shell of his former self, inferior to the Shirous at the end of routes before.

If you haven't been endeared to Sakura at all, HF will be hard for you. The other two heroines don't test the protagonist and the reader in their routes like Sakura does in her's.

Because Rin is a bitch and needs to insert herself into everything. Can't have Shirou and Saber living alone together, so she needs to move in. That creates competition with her sister too and look, they both share the same precious memory involving the same guy.

But seriously, UBW was all about Shirou-Archer.
