Yukari apparently didn't want such a thing to happen, and she also didn't like how much influence Kanako was getting, so she manipulated Reimu using half-truths and got her to go on a rampage underground. After beating Utsuho, the Yatagarasu said "fuck this" and left her, leaving her powerless. Reimu was then told about Kanako's involvement and went there to kick her ass for making her do all this stuff (ironic considering Yukari is just as much to blame), running into Satori's sister who had the ability to manipulate the subconscious. After the battle, Koishi, in some sort of love-at-first-sight mentality after meeting Reimu, opened her mind-reading eye and lost her ability to manipulate the subconscious. Reimu told Suwako to tell Kanako to stop being useful to the progression of society, and so Gensokyo staid the same forever more.

SA had the best story ever.

Well, Yukari probably created the Hakurei Border and therefore Gensokyo in the first place, so I think she has at least some reason for her overbearing sense of entitlement. Also, I believe an Anon came up with the theory awhile back that when humans developed appropriate technology they went on a genocide of the yukai, the only reason they retreated into the bastion of Gensokyo (and possibly other Wonderlands, for lack of a better term), and that might be Yukari's reason for restricting technology like she is.

Yukari didn't create the Hakurei Border. She did however create Gensokyo. The original barrier for Gensokyo was the manipulation of the border between fantasy and reality as basically a base of operations for youkai. This is what caused humans to start moving into Gensokyo so they could fight the youkai terrorizing the surrounding area. The Hakurei Shrine maiden of the time then created the Hakurei Border to seal off Gensokyo from the rest of the world. The border was then reinforced by youkai.

Yukari is a youkai when you get down to it. She loves to be hated and feared. She'll feel like she isn't doing her job right otherwise.

Anyway, it's mostly the Kappa/Tengu that want modernisation, the human village seems rather content the way they are. Yukari likes the way things are and as they have pointed out time and time again Gensokyo is a careful balance of power.

I'm happy, seems once again Yukari got a JUST AS PLANNED ending by manipulating Reimu. She's still #1 and knows exactly how to push everyone's buttons.
