Don't hold your breath. The exploit doesn't work on anything above 4.5 so they'd have to find a new one. It's like the PS3 and firmware 3.55, except that (some) PS3s can be downgraded and the 3DS can't.

They're not lying, they're just being a bit misleading. The installer works on up to 6.3 I believe, but it's not useful without the DS profile exploit, which is patched in newer firmwares. They don't want to tell people that it won't ever work on newer firmwares because it's possible someone will find a new exploit eventually.

The PSP has enough "ota games" to make the vita look like trash. Meanwhile, 3DS is consistently getting great release, like MH4, SMTIV, AA5, and RF4.

Maybe the whole 'vita vs 3ds' argument worked a year or two ago when neither of them had a lot to offer, but now it really doesn't because 3ds is the only one that anyone with brains could justify purchasing.

The PSP is soon to be 10 years old and the 3DS is twice as old as the Vita. Maybe once the region lock is removed you could actually get to play games like MH4 or DQ7 but until then it's nothing special at all.
Meanwhile the Vita has great releases like Demon Gaze, Ys, Toukiden and God Eater 2, while not giving you ridiculously underpowered and overpriced hardware.

I'm not saying the 3DS has a bad software lineup, but calling the Vita's bad is just plain ignorant, especially if you have Japanese interests.
And SMTIV is a poor successor to a great series.
