Although she's a tiger youkai, Shou wasn't born from a tiger, as they aren't native to Japan. She was "born" from the fear of people from stories about tigers passed around. Her existence depended on the denizens of Japan's ignorance about real tigers.

While Byakuren was famous in the human world, she found Shou and had her become a disciple of Bishamonten, who Byakuren was currently worshipping, as Shou was a youkai. The purpose of Byakuren hiring Shou was to gain the trust of the youkai that were living on the mountain. While Byakuren knew Shou was a youkai, Shou hid this fact from humans. Bishamonten assigned Shou a servant, the tiny mouse youkai Nazrin, to assist and keep watch over Shou. As the years went on, Shou proved to be an exceptional disciple of Bishamonten. By becoming Bishamonten's avatar, this prevented her from fading away.

When Byakuren was sealed in Makai, however, Shou couldn't do much to help, as humans would discover that she was a youkai. Instead, she continued to serve Bishamonten. It wasn't until she and Nazrin met Murasa and Ichirin hundreds of years later in Gensokyo, where they vowed to revive Byakuren no matter what.

Shou is a fascinating as a youkai because she changed her origin to survive.

Whether or not that was a conscious decision by her or byakuren is unclear to me, but it's an interesting precedent for other youkai.

A comic book youkai appeared in the 40s, rock and roll youkai in the 60s-80s, along with Dungeons and Dragons youkai, then video game youkai got their boom in the late 90s and 2000s, who probably disagreed with the cyber apocalypse youkai of 1999, but made way largely for the terrorism youkai a few years later. And most recently we gave birth to the Mayan Apocalypse youkai.

Way to go, earth. Let's just populate Gensokyo with even more BBEGs waiting to happen.

That's literally it: the fear was fabricated by people in the modern day, who saw the calender running out and started implying things, the most common of which was a meteorite.

That's why a youkai stemming from the fear practically writes itself: knowing that her life is a lie, and running out of time before she fades away, the "Mayan Apocalypse" youkai starts an incident in an attempt to stay relevant enough to live.

That was more of an Aztec thing, who were really bloodthirsty. Mayans were more into semi-voluntary sacrifices, as people saw this as a great honor because they were secured a good place in the afterlife. They did cut the thumbs off of scribes of conquered cities so they couldn't write.

Youkai Mountain is described as being a dormant volcano, perhaps she could try reawakening it again, or get some help to get a fake meteorite scare.
