She has great power, and it meant great responsibility. In the canon manga she watches over the human-Youkai relations and make sure things are nice and stable. She considers humans as "the other side", separate from Youkai, so she would never consider humans as equals. But at this point she has no intention of allowing a human-youkai war to happen.

Also note that she isn't on the top of the food chain; the Moon race are possibly the strongest military force in Touhou.

She's Gensokyo's greatest support, but she's obviously pro-youkai and only sees humans as a means of supporting her world. I think that if anything threatens Gensokyo then she'll be the main force protecting it, but otherwise she's kind of a lazy cunt. As far as being a master, I think she's really strict and bitchy but she ultimately only does what she does in Ran's best interest.

In the manga it looked like the moon rabbits used bolt-action rifles, but were pretty weak. Could be that the moonbitches don't want the moon rabbits to become too strong in fear of a rebellion.

Yukari cares about the stability of gensokyo, for that the humans are important, since youkai can't live without them. The gods need people believing in them to exist, not sure about youkais though. From that standpoint humans could care less about if the barrier is up, their live would likely improve if it would vanish. Makes me wonder why Reimu works to keep the barrier intact. The humans in gensokyo are a bit like a livestock. Like in real live you don't care about a single cow, but if they all vanish you wouldn't get milk or a steak, so you care about their survival as a race. No idea why Yukari cares about the other youkai though.
She is working for her own interests, this makes her good or bad depending on the perspective.

Personally I think she's the best of the worst, for a being with a lot of power she rarely seems to abuse it, on the contrary she does what has to be done, and only if it requires her personal intervention. Mostly she just gives humans/youkai a nudge in the "right" direction and then fucks off to sleep or other activities that keeps her happy. She obviously has her own agenda but most of the times she just tries to keep Gensokyo the way it is. If I were to have a boss at work I wouldn't mind if he or she had that kind of personality.

Yukari isn't really a good guy or a bad guy. She's a necessary force that keeps Gensokyo the way it needs to be. She watches over it and makes sure that things stay in check.

She is probably unpleasant to be around, but that doesn't make her evil. Yukari always has Gensokyo's interests in mind, and it's a damn good thing that someone like her exists.

Obviously she doesn't give a shit about human affairs, unless they directly affect the relationship between humans and youkai. She's not some kind of iron-fisted overlord who keeps the humans down.

Now, Yukari's job is very important, and takes a lot of energy. This is why Ran does everything around the Yakumo household, and is the one who goes shopping in the human village. Come to think of it, Ran is probably her ears in the human village, too.

Ran is also sexier.
