When it comes to judging touhou threads, it always comes down to personal feelings and the subjective idea of "quality". You can't expect touhou deletions to be consistent. Still, deleting threads minutes after they have been posted without even giving them a chance to develop into something, is bad practice.

The rules need to be rewritten as actual rules you can apply to cases, not just statements the janitors can apply willy-nilly.
