You're not going to find good randoms on PSN unless you arrange a match on dustloop, you might be able to snag a few matches with them in player matches though.

Don't worry about it much, everybody who imports BB is usually pretty serious about it. I used to play CT~CSEX a lot but then I just kind of stopped caring about fighting games completely. ;_; It'd probably take me forever to get back to where I was, but I'd want to start playing AC+R when I get back to it. Used to play Slash and AC+ all the time when I actually had the motivation to play.
