Nuclear Fusion is commonly known as the fusion of two hydrogen atoms forming helium and a large amount of energy. In a more general term it would be fusioning any two kind of atoms, but I'm not sure whether ZUN meant the former or the latter, as the latter doesn't always produces energy.

Suika's ability, in scientific terms, would be to put great local pressure or vacuum onto things, compress or loosen their density, has nothing to do with changing an element.

Actually you're right, VERY VERY GREAT pressure would pass the boundary to fusion. That's the reason why the size of a planet has a limit. If the mass is too big, gravitation becomes unbearable and the center fused (sometimes creating black holes). But I doubt Suika has been assigned that much power.
