They're talking about somebody using a web scraper over a proxy server, not posting on a public forum. And everybody in the U.S. who posts on 4chan, including the staff and celebrity guests or whoever else, is necessarily posting from a dynamic IP address shared with whoever happens to be in range of the university/coffeeshop's router.

These are laws that aren't actually enforced, created by old people who have know clue what they're doing when it comes to technology or what signing something like this actually means. It's no big deal, I hear most US citizens actually commit 3 felonies a day and don't know it.
