You know how most mythology concerning youkai shows humans in an ongoing struggle with them? You know how Touhou, the sole biggest franchise on /jp/, is based around it?

Yeah, well, since Touhou youkai are basically humanoids with supernatural abilities, there's an ongoing joke on /jp/ that turns it into an equivalent of real-life ethnic unrest. That's most likely what he was alluding to. "Remove X" itself is a meme referring to ethnic cleansing.
