What do these kind of faces actually mean in Japan? From what I've seen, these dates back years ago. Do the Japanese merely use them as emotioncons? Or are they like the memes we have here?

They're kaomoji. Some are characters on 2ch with a recurring gimmick.

Normally I would be able to decipher what these faces mean.
I can't.
I don't understand what that face is supposed to mean. I'm probably the least autistic person here, too.

I can't figure out how to type them, so I don't use them. Apparently it's easy on a japanese keyboard.

Those inverted eyebrows usually mean someone being friendly and passive. Like a "Let's all take it easy, okay?" kind of face.

It's not that it's easy. In IME, you can assign these things to keywords, nothing short of a dropdown list of macros.

You just need japanese input and it's cake to do on an english keyboard as well.

Because in typing japanese you don't have a button for every single character, so it is handled with 'conversion' which (if the initial guess is wrong) you can pop up a small menu quickly to select the right characters.

Because of that it's also convenient to just add emotes into the menu, so you just type かおもじ and start the conversion to see a list.

That's probably the "かわいそう"-face, meaning "poor thing". At least i remember it being used in that context in the VIPs (Super Mario World collaboration project from 2ch).
