Stricter and better regulations on who can become a cop would at the very least help this issue. In real life it probably wouldn't work most of the time though. The idea of forcing people to do a job is a ridicolous one. But in the hypothetical world were people are forced into doing jobs they didn't pick, I'm sure they have ways of forcing them to actually do the job if they refuse.

I love this thought that cops now give a shit. If actual organized crime groups (not inner city apes that all wear the same color) want to kill you a cop sure isn't going to be able to stop it unless you live in their police station, or go into protective custody which doesn't have much to do with cops.

Now think about being robbed, in almost all cases the cops are going to get there after the fact, if they don't leave any evidence, case closed, they don't actually give a shit. This isn't the movies where if you get robbed they have individual detectives to go out on a case just for you.
