When cartoons and visual novels are translated into non-English languages (I notice there are a lot of Russian translations), are they translated from the English or from the original Japanese?

My guess is that depends from case to case. Most of them are probably translated from English, except for the works translated in Chinese and Korean.

Why should it improve? An average level is probably the same, but the the sheer amount of shit (as in absolute numbers) is increased due to an increased number of shows available for fucking up nowadays.
There's always an influx of fresh blood that knows neither English nor Russian but considers themselves translators (or, God forbid, dubbers), an increasing number of Internet users and decreasing number of officially localized releases.
