I mean, I can get a rough sense of how sinful the person was based on how heavy the rod of remorse is, so that can guide me a bit. I'll probably end up rubberstamping people into the reincarnation wheel unless I can't actually pick up the Rod of Remorse at all because it's too heavy, in which case they go to hell. If I recall correctly, in Eiki's scenario in PoFV, she says that ferrying souls are good deeds for Shinigami, so it stands to reason that deliberately not ferrying souls, in defiance of one's reason for existence, would be a great sin, far more so than it would be for a mortal.

It's not christian-style, eternal suffering Hell. Damned souls spend a long time down there, but eventually get booted out and reincarnated. I'm not exactly sure how long an average sinners stay in Hell lasts, but it's not forever.
