There's nothing wrong with that. The fighting game final bosses always had more to their designs than the average Touhou. Suika had her chains and jewels, in case you forgot, and Tenshi has her layers of rainbows and peaches.

I think Kokoro's design is great, except that shirt looking too modern. The skirt's fine to me though.

True. Her design is pretty shit, and I don't care much for the designs in DDC either. But I'm sure the characters will gain their own originality and reputation over time. People felt the same way about the characters in TD when it first came out, but over time Miko & her droogs gained their own individuality and became an accepted part of the touhou series. So it could be that the cast of DDC and HM just need time for people to adjust to them, or they could end up thrown away and forgotten, like Letty and Medicine.

Also, I'm frustrated that there weren't any returning characters from the last 2 fighters. I wanted Aya, Suika, Tenshi, and Suwako back. Koishi and Ichirin: Fucking why? Satori and Nue would have been better, and Yuugi and Mokou are pretty much made for a fighter.

Not completely. There were plenty of people complaining about how unfitting and halloween-ish they are. I honestly can't say I disagree, they just feel so lackluster and out of place, like ZUN ran out of oriental myths and cryptids to use.
