If it's serious the answer is no. Neither fairies or youkai procreate sexually. However, their previous form might have been able to. For example, two youkai bunnies will never be able to make a loli youkai bunny together, but they were able and probably did make lots of normal loli bunnies.

Okay, I have an idea for a videogame.

You drop in Gensokyo and everyone wants to kill you, Humans, Youkai, Ghosts, Lunarians, EVERY fucking ONE.

Only one species will ally with you, fairies, but all of them are female, very fertile and weak, so you'll need lots of them to begin your campaign.

Lets say that every time you have sex with the fairies you spawn 100 new underlings that will be specialised in a RTS-RPG manner in order to sustain your fairy community. To spawn fairies you have to get into "The Hut" for one hour, you've a limit of times per day ofc, that could change depending on the RPGesques features of the games as well as the time required to spawn fairies, the quantity and quality of them, the basics revolve around the spawing, resource managing and skirmishing your small community. Remember that after one of these hours inside "The Hut" you could've been under attack or defeated already, so it's always a risk you must take care of.

It's not enough to win the game and defeat the super-races.

Now the advanced concept kicks in.
There's a chance of mongrelized male offspring ( 1 unit ) with every hut session.
He's weaker, dumber and less reliable than you, ie, more fairilike, you'll be able to control at least 1 of them easily but they're still part human and if there's enough of them and all ally against you they could usurp your throne.

They will also have sex with fairies to produce units and can ALSO engender male offspring that is even more mongrelized, dumber, weaker but much less likely to start a revolt but more likely to do stupid shit like go for a fun ride inside "The hut" and lose a branch of your empire for so, you get the concept and balance, right? So, you can also control these super mongrelized casts through your first generation of half mongrelized, and so on with every new generation of retardized males easier to control but less reliable

Once population reaches an amount the true events start and you begin your crusade against Lunarians, Magicians, Priests, Buddhists, etc with your vast armies of inbreed fairies towards the conquest of Gensokyo.

For those who've played 40K Dawn of war, imagine very large armies of Ork gretchin agains Spesh Mahreens.
