Yet she still finds human life far from meaningless. Saving lives and protecting others is pretty much the only thing she does.

And really, how are you supposed to get accustomed to the fact that you are going to far outlive everyone you will ever meet? That you would be forced to watch all your loved ones suffer and die over and over again?
Even though she is immortal, she's still human. She still feels remorse, anger and compassion.
In a situation like that, I feel that it's very much reasonable to not to get too involved with mortals.

We don't really know her motives, do we? I think it could be many things. Perhaps the humans are prejudiced against her because she's immortal and youkai are prejudiced against her because she's human, so eventually she just said "fuck it" and moved into the forest.

Maybe she simply doesn't feel the need to socialize that much. It seems the older touhous are either reclusive or they're going out and doing things. Kaguya, Eirin, and Yukari seem to not be outgoing (that's not the best word I could use) and I seriously don't think it's because they're trying to save themselves from the pain of losing someone.

I think Mokou is a reclusive person. If you want to get to know her, you have to work for it. The people that she guides through the forest probably don't try to get to know her and are trying to get out of that creepy forest as fast as possible. Keine, however, is a nice lady. Instead of seeing some powerful immortal she saw a lonely girl and so she was persistent in becoming her friend. When Keine dies I'm sure Mokou will be sad, but it's probably not something that hasn't happened before and she'll know how to got through it.
