1. The original was technically a children's show.

2. As a pastiche, it's done in a tongue-in-cheek manner. When it isn't, they don't really hold back--e.g. Rei's nipples in one of the earlier Rebuilds, vaginas and tits everywhere in EoE.

3. Sometimes, "censored" fanservice is more titillating than outright nudity. This kind of goes with point 2.

Yes it is. Most of NGE is a mashup of older mecha/sci-fi series (notably Yamato, MS Gundam, and Ideon) and tokusatsu.

Though allusion and parody have long been staples of the medium, NGE has an unprecedented amount of it.

A series containing mechas doesn't mean it's a 'mashup' of mecha anime. Mecha is a genre. You don't call something a pastiche because it builds on previous successes. A pastiche explicitly imitates.

It's shaky ground to say that something is imitating Yamato because it has mechas, just like it's shaky ground to say that something is imitating AzuManga because it's a lighthearted slice-of-life.

It's more than just the fucking mecha. It's the plot, the themes, and the in some cases shots lifted wholesale (e.g. Rebuild 2.22 and Ultraman). If he isn't borrowing from himself, he's borrowing from someone else. And as far as I'm aware Yamato has no mecha. The only reason why I can even say that NGE is a pastiche with fair certainty is because Murakami has touched on some of the myriad influences in Little Boy.
