Thing is, it seems like he had more of a story to tell with Sakuya. I always got the impression she was a "hook" for a later game. She was all hurr durr meta ("I know STG mechanics, Reimu!") but besides that I felt like she was intended to be part of a bigger story. She was questionably human, had time travel powers, and survived Reimu's attacks.

But nope, ZUN forgot about her and did some other arcs instead. If he did have a story to tell about her, the opportunity has passed.
