In Batman: The Animated Series all the police have these brown trucks that look like that. According to the DVD commentary, it was based on a real vehicle, and I've been trying to find it.

Artists draw things in layers, right? So, for example, there's a version with just the background and none of the people on that artist's computer?

More artists should post things like that. It seems like a waste to draw something nice and only use it once. You could even reuse the same background and make multiple versions of the same image.
