How do Okuu's wings work anyway? Her sprite in SA shows her flapping them, but in Hisoutensoku her sprites wings don't flap at all. Her wings are also always erect, stretching to their full wing span, and never folded/rested in a neutral state. Do they assist her flight fully or only partially?

Unfortunately, it does come off in some SA endings, which kind of cheapens her character design. ZUN hasn't stated it to be clearly canon, however, which makes it possible that it's just a slip-up or comic relief - endings aren't always canon, luckily. (Hey, I'm allowed to hope.)
Her third eye is, however, not just a bauble on her shirt or a stone wedged between her tits, as fanart often shows it, but actually a part of her body.

Let's put it this way: it's like a character wearing an eyepatch without actually missing an eye. It's a missed opportunity to have an interesting character flaw, and I kind of find it a shame. It also kind of trivializes her eating the Yatagarasu, which is quite an important event in her backstory. Your gesture is sweet, but her power only specifies that she has manipulation over nuclear "fusion". It's never stated she has power over "fission" from any source. Yes she has her foot of fission, but its significance is never explained by ZUN nor does it prove she has power over fission. Not that it matters because Okuu isn't radioactive anyway so fuck away.

After reading into this. Yeah she can use both.

Fission and Fusion are two sides of the same thing.

Her ability is described as "One leg is the Foot of Fusion. One leg is the Foot of Fission. And the third leg is the control rod which commands them." Seems like both to me!

Yatagarasu's ability is also described as the ability to "split and fuse atoms".

Plus we see this in Thermonuclear reactions such as with the atom bomb. A fusion reaction is generally set off using a fission reaction to greatly amplify the destructive power. This is why high yield devices don't just use fission. The two aren't separate at all.

But nuclear fusion is the focus of her abilities. As it's obviously the cleaner of the two and thus "the ultimate energy" as it's described. However this does not mean at all she cannot use fission. There is more evidence towards it than against it. Since frankly. There's no evidence against it at all. Besides if you were Okuu clearly using the safer energy type is preferred no?

Compared to if you wanted to flat out kill someone. Then you'd use both to unleash maximum destructive power. This is why some atom bombs use both.
