That's not true. The Bern Convention establishes a framework for international copyright enforcement for all member countries.

HOWEVER, at this point I'll roll out my two usual "don't you people know anything about copyright jesus shit holy FUCK" points:
* copyright is civil law, not criminal law, which means technically infringement is not "illegal", it just means you open your ass up wide enough that the original creator can shove massive lawsuits inside.
* Japan basically has copyright loopholes that allow doujin work to thrive. (They more or less distinguish between public and private distribution of derivative works based on how much of something you distribute.) Given this, and given the already huge doujin base there is for Type-Moon works, it's incredibly unlikely Type-Moon would do anything about it even if Nasu knew and cared about this.
